Winchester's public library has two meeting rooms that can be reserved, and many smaller study rooms that can be used for small meetings. The library often hosts art exhibitions and has a small collection of public art on display. The library hosts many cultural events throughout the year. There is an active children's program.

The Large Meeting Room is for 60 people. Use is limited to once per month and not more than six times per year. Reservations can be made for up to 3 hours. The Small Meeting Room is for 3-10 people. Use is limited to twice per month. Reservations can be made for up to 2 hours. Quiet Study Rooms accommodate at least 2 people. Study Room 1 can seat up to 6. Use is limited to twice per week. Reservations can be made for up to 2 hours and rooms can be booked up to 4 weeks ahead.
